An Arabic website is not a mirrored English one

Flipping the layout is the easy 10%. Type, numerals, line height and iconography are the other 90% — and they are what makes a site feel native or translated.

Setting dir="rtl" mirrors your layout. It does not fix the Latin font your headings still fall back to, the line height that crushes Arabic descenders, or the arrow icons now pointing the wrong way.
